The Ministère du Travail, de l'Emploi et de la Solidarité sociale contributes to the social development and economic prosperity of Québec. This section features administrative information about the Ministère's mission, clientele, and partners.


The Ministère contributes to the prosperity, collective wealth and development of Québec by:

  • facilitating a balance between workforce supply and demand
  • promoting the attainment of fair working conditions and harmonious labour relations
  • promoting the economic and social inclusion of the most vulnerable members of society
  • supporting community action and volunteering

Its mission also includes providing citizens and businesses across Québec with one-stop access to service, for simplified access to public services.


The Ministère provides services to the following:

  • the labour force and persons wishing to enter the labour market
  • individuals and families whose resources are insufficient to cover their needs
  • businesses
  • new parents
  • community organizations


The Ministère acts in tandem with various partners, including the Commission des partenaires du marché du travailLink to external site. and the Comité consultatif du travail et de la main-d’œuvreLink to external site., and with numerous community organizations, including those active in employment, the fight against poverty and collective rights advocacy. It also works with a number of government departments and organizations to, among other things, simplify access to services for the population and businesses.

In addition, the Ministère is responsible for administering the Québec Parental Insurance PlanLink to external site., where it works closely with the Conseil de gestion de l'assurance parentaleLink to external site. to fully exercise its role with respect to the Plan.
