The policy is intented to bring together, mobilize and provide structure; it proposes an evolution in keeping with the needs and aspirations of Québec society. It is based on many consultations that showed a strong consensus on several points.
The action plan for adult education and continuing education and training is guided by three principles:
> Knowledge is an important factor in personal growth, economic development, social cohesion and democraty.
> Adults in Québec must have access to training and be given the opportunity to express their trainnig needs.
> The state in responsible for adult education and continuing education and training; individuals, business and organizations must also be prepared voluntarily and responsibly.
Don't leave anyone out! is a call for all partners and civil society to join forces in order to improve the living conditions of the most disadvantaged members of society, and to ensure that everyone has the means to make choices and participate in the life of his or her community.
During the Quiet Revolution, Québec equipped itself with key tools of developpement: universal education, free heath and social services, and other services integrated into a social and economic safety net that are the envy of many of its neighbours.
Québec is an economically, socially, and culturally prosperous society. It benefits from numerous natural resources, an open economy, a well-educated population, and the flexibility required to adapt to global conditions. It has made enormous progress in recent years on the economic and job creation fronts, which has helped alleviate poverty and made it possible to pursue efforts to combat poverty and social exclusion.

This plan explains and details the measures that will be implemented to attain the objectives of the Act to combat poverty and social exclusion, which was unanimously adopted by the National Assembly. The two main thrusts of the Action Plan are the employment and social inclusion of persons. The job incentives and support for low income workers are slated to be carried out over the next five years.
This document constitutes the first review of the measures implemented under the Government Action Plan to Combat Poverty and Social Exclusion. In addition to an overview of these measures and a first year activity report, an outlook for 2005-2006 is also provided.
