The ministère de l'Emploi et de la Solidarité sociale provides social solidarity services through its Emploi-Québec network.
Social solidarity services include the payment of financial assistance to individuals and families that are unable to meet their needs on their own.
The Ministère also coordinates government action in the fight against poverty and social exclusion.
The services offered fall into two categories: financial assistance and individual assistance. Financial assistance is provided by implementing and administering last-resort assistance programs and supporting low-income persons and households to encourage them to work and prevent them from needing last-resort financial assistance. Individual assistance is provided through individualized support, to help persons in their efforts to become autonomous and enter the labour market. Assistance officers work on both of these components at the same time.
